'I feel cheated': NT Government aware of building's flaws but didn't tell owners



An NT Government department concluded that nine buildings, all designed and certified by one engineer, did not meet the National Construction Code. But it took another 15 months to notify owners and buyers, who may now have to fork out $1.5 million to rectify the problems.
